Are you trying to convey a concept by using a creative image?  Or, do you need to deliver a specific message by using more text?
Unlike a flag that waves in the breeze, a banner is meant to be stationary. When creating the design for a banner the designer has much more freedom to use more text that they would with a flag as it is easier to get a more detailed message to the viewer.
